1. Type or copy and paste chrome://flags into Chrome's omnibox
2. Search for "Enable Instant Extended API"
3. Change its setting from Default or Enabled Disabled
4. Restart Chrome
5. The second is the New Tab Redirect extension.(https://chrome.google.com/webstore/detail/new-tab-redirect/icpgjfneehieebagbmdbhnlpiopdcmna)
6. Now you will get option to set the new tab page
